I think that the reason "FAT16 LBA" option works fast is because WinToFlash format the USB drive with FAT [up to 2GB] and the Windows XP Setup CD uses by default FAT based Disk Caching like the DOS SmartDrive. However, when using the "FAT32 LBA" WinToFlash format the USB drive with FAT32 [2GB and above], so other compatible Disk Caching should be used.

I installed XP to a friend's laptop with a broken optical drive through WinToFlash, we can't install MS Office 2007. This is the reason why I don't recommend WinToFlash yet to friends. Don't get me wrong, I love WinToFlash because it is the easiest way to install XP with a flash drive but the fact that we can't install MS Office 2007 is a big disappointment.
