Some program use the drive or file on this drive. Close programs can do this (file managers, editors, antivirus, etc..).

May be you selected the wrong drive by mistake (for example, your system drive).

another trick that i use when that occurs is to go to the advanced options menu and deselct the reformat option, then open up CMD and reformat the drive manually.

run> cmd> Format X:
X is the drive letter you wish to format.

and also i think if you add /force at the end of that it will isolate the drive and force the format
err example!

format D: /FORCE

bam! its formatted

One note: if you flash have no partition table, extended boot code (for FAT32) your setup won't start...

Ive got same problem too, it doesnt help to disable antivirus, and it looks nothing is using flash disk, im using Corsair Voyager 8gb... Could you please, explain me step by step, how to format drive with booting option. Thanks in advace

Start WinToFlash
Select Task tab
Chose the task type, press Create
Click Process steps tab
uncheck Format drive

Warning - probably, you Windows setup will not boot.

This can be solution: open My computer, format drive manually to ant FS and quickly press retry in WinToFlash.

just end unwanted processes from task manager dont need to turn off your anti virus program. This problem caused when autorun.inf files affected your pc and that files open hidden files into your pc then flash drive cant be formated but if you end some unwanted process on your task manager then you will be able to format your pendrive and wintoflash doesnt show any error...Try it and comment.
